Direct Vision Standard

  • The Direct Vision Standard (DVS) is designed to enhance the safety of Heavy Goods Vehicles (HGVs) weighing over 12 tonnes as they enter or operate in Greater London.
  • Starting in October 2024, HGVs must have a minimum 3-star rating (an increase from the current 1-star) to continue their operations within the enforcement area.
  • Any HGVs not meeting the manufacturer’s 3-star rating requirement will need to be equipped with a Progressive Safe System (PSS) Kit.
  • Permits issued after October 2024 will remain valid for a duration of 10 years.

Why the Direct Vision Standard?

Official statistics reveal that in London, Heavy Goods Vehicles (HGVs) are accountable for 63% of cyclist fatalities and 25% of pedestrian fatalities in traffic collisions.

The 2024 Update of the Direct Vision Standard (DVS) The 2024 revision of the Direct Vision Standard (DVS) is aimed at elevating safety requirements by increasing the minimum DVS vehicle star rating from one star to three stars. This enhancement is part of the broader effort to work toward the goal of eliminating road fatalities by 2041.

Introduction of the DVS by Transport for London (TFL) Introduced by Transport for London (TFL) in 2019 as an integral part of the Vision Zero Scheme, the DVS evaluates a driver’s visibility from their HGV cab’s windows. It assigns a star rating ranging from zero (poor) to five (excellent), indicating the potential risk to pedestrians and cyclists in close proximity to the vehicle or within the HGV’s blind spots.

Mandatory Direct Vision Permits for All HGVs in Greater London All HGVs entering or exiting Greater London are required to possess a Direct Vision Permit.

Requirements for Vehicles Falling Short of the Star Rating If your vehicle does not meet the stipulated star rating, you must install a DVS Progressive Safe System to qualify for a Permit.

What are the Progressive Safe System Requirements for 2024?

FRONT BLIND SPOT: An active Moving Off Information System (MOIS) affixed to the front of the vehicle to warn the driver. **In accordance with the Technical Specifications for PSS as provided by TFL. Systems that conform to BSIS UN 159 will meet the criteria.

NEARSIDE BLIND SPOT #1: A Blind Spot Information System (BSIS) with active alerts to alert the driver. **In line with the Technical Specifications for PSS provided by TFL. Systems adhering to BSIS UN 151 will fulfill the requirements.

NEARSIDE BLIND SPOT #2: Either a nearside Camera Monitoring System or the use of Class V and Class VI mirrors to completely eliminate any remaining nearside blind spots.

AUDIBLE ALERTS: Audible warnings for vehicle maneuvers, alerting cyclists and pedestrians when the vehicle is making a left turn. SIDE
